The management of surface waters of lakes, rivers, estuaries, and coasts requires consideration of hydrologic characteristics such as flow, physical properties, and topography, as well as various environmental factors such as water quality and aquatic ecology. The government has established a marine space planning system to rationally and reciprocally utilize marine space as a sustainable common good by setting core use and management directions for marine space in advance, taking into account of the value of marine ecosystems and their potential for use and development. To protect the marine environment and fisheries ecosystems from irresponsible development, to efficiently use marine resources and space, and to minimize social conflicts with shareholders, the importance of pre- and post-management policy measures is being emphasized.
